Summary
Mr. Christophe Naegelen draws the attention of the Minister of the Interior to the future of the functions of the presidents and vice-presidents of intermunicipal unions which manage water or sanitation competence, for small communities of municipalities. The NOTRe law provides that only the presidents and vice-presidents of intermunicipal unions and closed mixed unions whose scope is greater than that of an EPCI with its own taxation can benefit from official allowances. This provision was corrected by Law No. 2016-341 which postpones its application to January 1, 2020, the date planned for the transfer of water and sanitation skills to the communities of municipalities. However, Law No. 2018-702 of August 3, 2018 introduces certain relaxations in terms of transfer of water and sanitation skills (possible postponements until 2026), but nothing is planned regarding office allowances for the presidents of the unions which would remain beyond January 1, 2020. This is why he asks us to kindly indicate what the Government intends to do to remedy this shortcoming and to enable theoretical relaxation to be combined with practical flexibility in terms of water or sanitation jurisdiction.
