Ms. Émilie Guerel questions the Minister of State, Minister of Ecological and Inclusive Transition, on improving the management of trafficked animals seized on French territory. Illegal wildlife trade has become one of the leading causes of species extinction. Today, once animals resulting from trafficking have been seized and confiscated on the territory, collecting them in good conditions does not seem possible. The lack of infrastructure dedicated to quarantine and the short and long-term reception of these animals leads to saturation of the centers and prevents their proper referral to suitable structures. This situation raises questions relating to animal welfare and health risks given the spread of zoonotic diseases in the countries of destination of these animals. If the biodiversity plan presented in July 2018 by the Government provides for the establishment of a reception structure to collect animals subject to referral by customs at Paris airports (action 60), it appears necessary to initiate reflection on the subject in order to guarantee better care of these animals. Therefore, she would like, on the one hand, to know the deadline for implementing this project and on the other hand, find out what additional actions the Government intends to take to ensure better care of animals seized from trafficking.
