Mr. Éric Alauzet questions the Keeper of the Seals, Minister of Justice, on the implementation of a fixed fine in the event of animal abuse. At first reading of the justice programming bill, deputies adopted an amendment extending the fixed fine procedure to cases of animal abuse. This measure established an immediate and simple, therefore effective, sanction against these behaviors which remain today commonplace and too rarely condemned. At second reading, the Government wished to delete this addition due to poor targeting of it, the targeted article not being relating to criminal offenses while the lump sum procedure only applies to them, and a question of field, the lump sum fine procedure for contraventions falling within the scope of the regulations and not the law. In the explanatory memorandum of its amendment, the Government clearly notes that it "will extend the fixed fine procedure to other offenses punishing animal mistreatment as long as their finding is a certain amount of evidence". He therefore asks him to indicate the measures which will be taken to satisfy this strong commitment to the protection of animals, in particular concerning the offenses of articles R. 215-4 and R. 215-8 of the rural and maritime fishing code and when the fixed fine can actually be implemented.
