Summary

Ms. Sandrine Josso draws the attention of the Secretary of State to the Minister of the Economy and Finance and the Minister of Action and Public Accounts, responsible for digital affairs, to the difficulties of access to digital tools as part of the deployment of the Public Action 2022 Program. Indeed, one of the developments targeted by the Public Action 2022 Program is the dematerialization of all public services by 2022. This certainly represents a factor of simplification, fluidification and modernization; but the deployment of this objective may face certain difficulties. The digital divide is still a reality today. The Government is acting so that citizens who are least aware of digital uses can benefit from support, in particular thanks to public service centers. Gradual adaptation is thus necessary, as well as digital education and support. But in other cases, the dematerialization of public services can be a real problem. Other citizens, who do not have access to the Internet or have a faulty network, are likely to encounter great difficulties. Access to a quality network, and by extension to broadband, throughout the territory, must be a priority. She would therefore like to know the way in which current issues linked to difficulties in accessing a quality network will be considered as part of the deployment of the Public Action Program.
