Summary
Mr. Gaëtan Dussausaye alerts the Minister of Health, Families, Autonomy and People with Disabilities to the financial consequences of the recent reform of the methods for calculating the activity bonus for people with disabilities who maintain a professional activity. Since the reform which came into force at the start of 2026, disability pensions are no longer assimilated to earned income, but included in the category of “other resources”. This change in qualification has the direct effect of reducing, or even completely eliminating, the activity bonus for these disabled employees, thus suddenly depriving them of additional income that is nevertheless essential on a daily basis. The case of a resident of the MP's constituency perfectly illustrates this breakdown in fairness. This person, living alone, is recipient of a disability pension in the amount of 470 euros per month. Despite her health difficulties, she chose to pursue a part-time professional activity for 16 hours per week, providing her with a monthly salary of around 650 euros. Until the reform was implemented, she received an activity bonus of around 240 euros per month. This additional income was essential to compensate for his capacity to reduced work, but also to absorb the fuel costs linked to business travel. Due to the new calculation rules, she completely lost the benefit of her activity bonus, which represents a net loss of 240 euros per month and creates very serious financial difficulties in meeting current expenses. This situation turns out to be particularly unfair and penalizing for people who, despite their disability, strive to remain integrated into the economic fabric. It comes into direct contradiction with the initial objective of the activity bonus, which aims to encourage and promote work. In view of these findings, he asks whether the Government intends to urgently re-examine the calculation methods applicable to beneficiaries of a disability pension, in order to protect their purchasing power and to guarantee that the recovery or maintaining employment always remains valued.
