Summary
Ms. Danielle Simonnet questions the Minister of the Economy, Finance and Industrial, Energy and Digital Sovereignty on the closure of public finance centers in Paris and the consequences of these closures on residents and on the reception and working conditions of agents in the centers which remain open. Indeed, as part of the implementation of the very poorly named “New network of proximity”, numerous reorganizations are planned which will lead to a deterioration of reception conditions for users. Out of 25 existing centers throughout Paris in 2021, the “New proximity network” project predicts that only 12 will remain by 2028. The staff of the Paris regional public finance department has been reduced by almost 40% since 2010. These staff reductions mainly concerned civil servants in categories C and B, who are those who are in most direct contact, on a daily basis, with the public. After the center of Argonne in the 19th arrondissement, it is now the Tolbiac site in the 13th arrondissement and that of rue des Meuniers in the 12th arrondissement which are threatened. Therefore, a closure of these sites is planned for 2027. The MP salutes the agents and their unions, who oppose these closures and are mobilizing to preserve the quality of welcome and public service that tax users have the right to expect. She would like to alert the Minister of the repercussions of the closures on the other centers which remain open, including the center located on rue Paganini in the 20th arrondissement, the district of which she is elected. Already, the reception conditions in this center are very degraded due to the lack of resources and staff: agents report very long queues which extend widely on public roads (during the income tax campaign, particularly sometimes as early as 7 a.m.). Agents often cannot accommodate all the waiting users due to lack of time, as reception hours are reduced. Closing new centers will only make these problems worse. The consequence The most general aspect of this reorganization is the elimination of 40% of physical reception, limited to three mornings per week, leaving residents, particularly the 30% in a situation of electronic use, and small businesses to fend for themselves in the face of increasingly complex procedures, accessible only via the internet. This deterioration in reception in public finance centers is dramatic because it deprives many users, particularly the most precarious, to have access to a good understanding and good monitoring of their tax file by the tax administration services. In this context, she wishes to question the minister on the measures he intends to take to guarantee Parisian public finance users good access to “physical” reception services, on site and whether he plans to abandon the closure projects envisaged in the framework of the “New proximity network”, in order to guarantee agents and users a reception consistent with the needs in terms of tax information.
