Summary

The action of the National Forestry Office (ONF), a public establishment of an industrial and commercial nature, is guided by the implementation of an objectives and performance contract (COP). This was signed by the State, the national federation of forestry municipalities (FNCOFOR) and the ONF on March 7, 2016 for the period 2016-2020. With regard to the collection of all timber sales by the ONF accounting agent, which provides a single point of contact for the buyer for the sale of timber and payment and improves the contractual relationship as well as the invoicing and recovery time, the Government has taken note of the reservations of FNCOFOR and mayors of forest communities regarding the widespread deployment of the system. It was therefore decided to test its implementation with voluntary municipalities, as recommended by the joint report of the interministerial mission on the evaluation of the ONF's 2016-2020 COP.
