Summary
Ms. Béatrice Roullaud draws the attention of the Minister of Health, Families, Autonomy and People with Disabilities to the dysfunctions in the processing of MDPH files for people suffering from multiple sclerosis, an inflammatory and neurodegenerative disease of the central nervous system. It is already shocking to note that when making their first request to the MDPH, patients must face the challenge of most cases, to a refusal to recognize their illness and therefore to obtain aid. But it is even more incomprehensible to see that, when the patient reaches the end of his rights, he is exposed to an almost automatic refusal of renewal while multiple sclerosis, a chronic and currently incurable disease, can only worsen or stagnate, with no possibility of remission. It appears that this difficulty is encountered even if the file mentions the existence of the disease, even if the doctor adds a handwritten note on this subject or if the file includes the medical certificate mentioning multiple sclerosis. However, to avoid rejection of applications, some associations indicate that it would be enough to provide on the form to be submitted a box relating to the designation of the disease that the applicant would check when submitting their application, because then the long-term condition would be identifiable and taken into account. Indeed, this simple check box explicitly identifying multiple sclerosis (MS) in the medical certificate to be attached to the application, already exists at the primary health insurance fund (CPAM) for the recognition of long-term conditions (ALD 30) and we note that rejections of renewal files are much less numerous with this fund. Thus, it would be sufficient to provide the same thing for MDPH files. She therefore asks her if she plans to review the presentation of MDPH files for faster and more efficient processing and, more explicitly, what response she intends to give to this suggestion of adding a check box in MDPH files.
