Summary
Mr. Joël Giraud draws the attention of the Minister of State, Minister for Ecological and Inclusive Transition, regarding the remote display of the Linky meter, and the implementation of its remote display for precarious households as well as for all households. The remote display is provided within the framework of the law relating to the energy transition and for green growth n° 2015-992 of August 17, 2015. This meter remote Linky, initially intended for the most precarious households, is not a reality today. The initially planned end of installation date of January 2018 postponed to January 2019 has in fact been exceeded, without moving forward on the subject, due to the lack of an order from the Ministry of Ecological and Inclusive Transition to cover the costs of the suppliers who will distribute this device. The remote meter is recommended by several public agencies, notably the Environment and Energy Management Agency (ADEME), the Energy Mediator as well as the Court of Auditors, but also requested by the consumer association UFC Que Choisir. According to an ADEME survey, real-time energy consumption information allows households to achieve up to eleven percent energy savings. The current system giving the possibility of Monitoring your online consumption via the internet does not constitute a satisfactory solution given the inequalities of access to the internet. To this end, he asks him about his intentions for developing remote meters, particularly initially for precarious households.
