Summary
Mr. Alexandre Allegret-Pilot draws the attention of the Minister of the Economy, Finance and Industrial, Energy and Digital Sovereignty to the asymmetry of public support between offshore wind power and innovative nuclear reactors. On July 13, 2026, the European Commission authorized, under the State aid framework for clean industry (CISAF) adopted on June 25, 2025, a French support regime for offshore wind power of a maximum budget of 63 billion euros over twenty-five years, or approximately 2.5 billion euros per year. This regime covers eleven parks, in the North Sea, the Atlantic and the Mediterranean, representing up to 11.1 GW and 47.8 TWh per year, or approximately 10.6% of national electricity consumption. The aid takes the form of a variable premium structured as a two-way contract for difference. It precedes the AO10 call for tenders, launched on June 12, 2026 for around 10 GW. At the same time, the nuclear component of France 2030 represents 1 billion euros of public support. Phase 1 of the call for projects “Innovative nuclear reactors” selected eleven projects, supported to the tune of 129.8 million euros, supplemented by 27.8 million euros in technical support from the Atomic Energy Commission. On March 12, 2026, “time 2” of this system designated only two winners. To number of equal projects, eleven wind farms and eleven reactor concepts, the gap in public support is of the order of 1 to 485. However, CISAF now expressly includes nuclear technologies, which constitutes a shift in European doctrine on state aid, including small modular reactors and advanced modular reactors. Nothing therefore prevents the notification of a comparable multi-annual scheme for the benefit of these technologies, including several with fast neutrons, would make it possible to valorize French stocks of nuclear materials and reduce the volume of long-lived waste. He therefore asks him to please indicate, firstly, what is the expected public spending associated with the regime authorized on July 13, 2026, the 63 billion euros constituting a ceiling dependent on market prices, on what price hypotheses it is based on and what is the estimated cost of connections supported by the tariff for the use of public electricity networks; secondly, the total amount of public funding committed and programmed by 2030 in favor of innovative and fast neutron reactors, time 2 and time 3 included; thirdly, if the Government intends to notify the European Commission, under CISAF, of a support scheme for these technologies of an ambition and duration comparable to that obtained for offshore wind power.
