Summary
Mr. Stéphane Peu alerts the Minister of Solidarity and Health to the difficulties encountered by many families with children with disabilities in the department of Seine-Saint-Denis, today without any support solution. According to a study by the Regional Health Agency (ARS) and CEDIAS-CREADH Île-de-France, there were 131 young people out of school in 2011 in the Seine-Saint-Denis department. According to the house departmental office for disabled people in this department, there are now 411 children and adolescents without a solution as of December 2018. Furthermore, we observe in the same department the regular increase in the number of young adults kept in children's establishments under the Creton amendment: 141 in 2016, 164 in 2017 and 186 in 2018. Seine-Saint-Denis is indeed in great difficulty supporting its disabled children: 3,400 disabled children and adolescents are entitled to a place in one of the department's specialized establishments even though there are only 1,800 places. In addition, 2,400 children benefit from referral to a specialist education and home care service but only 800 places are available. And these difficulties also combine with others that this department encounters, such as for example classes overloaded or even the lack of school life assistants (AVS). The right to education is a right that must apply to everyone, whether they have a disability or not. It is not possible to leave so many young people and families who have no other recourse without a supportive response, and Seine-Saint-Denis cannot, in this area as for other public services, be a second-rate department. He asks her what concrete catch-up measures his ministry intends to take quickly to ensure republican equality in the territory of Seine-Saint-Denis and respond to the distress of families.
