Summary
Ms. Valérie Beauvais draws the attention of the Minister of the Economy and Finance to the planned reform of the driving license. In November 2018, Emmanuel Macron announced that he wanted a “drastic” reduction in the cost of a driving license and an integration of the highway code into the school curriculum. Therefore, the Government wanted to start thinking about the training of young drivers. Several avenues have been mentioned which are worrying driving school professionals. Indeed, if it is appropriate to work towards making the exam accessible to all, without cost barriers, this cannot be done to the detriment of the quality of training and therefore safety. Indeed, if reforms can be considered, certain precautions must be taken to ensure the sustainability of driving schools which contribute to the maintenance of economic activity in many municipalities. So, the sole price criterion cannot be the only lever. For example, the possibility of registering for the driving license exam on a platform and no longer only via driving schools which determine whether the candidate is ready is mentioned. The risk is therefore to see candidates present themselves when they are clearly not ready and thus take the place of candidates more likely to pass the exam. Likewise he could be entrusted to a license holder, for more than 5 years, with the task of training a beginner on a dual-control vehicle. In this case, how can we ensure the capabilities of this “trainer”? While the initial training of instructors is extremely rigorous and validated by a drastic exam, would it be accepted that a driver who has held his license for 5 years teaches driving with the same guarantee of seriousness? Constraints regulatory requirements relating to driving schools (minimum room size, level of training, insurance, etc.) are necessary and have a cost which is of course passed on to the driving license candidate. Under these conditions, she asks him to kindly indicate the measures that the Government intends to implement to ensure a reform of the driving license exam which will make it possible to guarantee a high level of quality with trained personnel while also taking into account the sustainability of driving schools.
