Summary

Ms. Sylvie Ferrer questions the Minister of Health, Families, Autonomy and People with Disabilities about the lack of transparency regarding the delivery of the 30,000 air conditioners promised to health establishments as well as the lack of sustainable adaptation of the health system to climate change. While France has just gone through the third heatwave in less than two months, without yet fully knowing the fallout from the latter, the French public health agency recorded 2,000 deaths from June 22 to 26. The agency also noted an increase of 91% in deaths at home and 37% in EHPADs between June 22 and 28. Figures which illustrate a reality: adaptation to climate change remains the poor relation of public policies and the health system is the most glaring example with dilapidated hospitals in overheating, EHPADs without air conditioning and staff reduced to improvising with survival blankets. The Government found itself obliged to act in reaction to a situation already out of control, announcing the delivery of 30,000 air conditioners to hospitals as well as two envelopes of 100 million euros released this summer for health establishments and EHPADs. On this figure, as of July 19, the ministry announces the delivery of 16,500 air conditioners without being able to specify their destination to the health unions. Last week, the Mulhouse and South Alsace region hospital group had not yet received the 120 mobile air conditioners and 325 fans ordered. The geriatrics department of Pau hospital remains without air conditioning. The temporary solutions proposed question the adequacy of the Government response to the scale of needs. As the National Union of Nursing Professionals points out, questions remain unanswered following this announcement, in particular on the distribution of these air conditioners in health establishments among the “390,000 hospital beds in 2,900 public and private establishments and among 610,000 residents in 7,400 EHPADs”. As for lasting adaptation to waves of heat, the 3rd National Plan for Adaptation to Climate Change (PNACC) devotes only one of its 52 measures to the vulnerability of the health system, with no concrete action identified. The 600 million euros promised over ten years for hospitals, or 60 million per year, only cover a fraction of the needs estimated between 800 million euros and 2.5 billion euros per year. Collectives defending health establishments make three requests to fill this blind spot: a national strategy for adapting the health system, equipped with adequate resources and integrated into the overall trajectory of the PNACC; but also the effective carrying out of the assessment of the vulnerabilities of the health system, already recorded by the PNACC-3 and, finally, a transparent distribution of 600 million euros to the most exposed establishments. Consequently, she asks him to provide complete transparency on the delivery locations of the air conditioners announced and to indicate the progress of the three requests made by the collectives defending health establishments.
