Summary

Mr. Patrice Verchère draws the attention of the Minister of Labor to the situation of the Training Insurance Fund for Craft Business Managers (FAFCEA). Indeed, under the law of August 8, 2016 relating to work, the modernization of social dialogue and the security of professional careers, the recovery of the contribution to the professional training of more than 1.2 million artisans was transferred from the tax services to URSSAF on January 1, 2018. This reform seems to have dried up the resources of the FAFCEA since it will no longer be able to finance training after March 15, 2019. According to information from the Public Treasury, the 2018 revenue of the FAFCEA should have been similar to that of 2017, i.e. 72 million euros. In reality to date, it would amount to only 33.8 million euros. The disappearance of 170,000 contributing craft businesses between the file used by the Public Treasury and that used by the URSSAF is mentioned to explain these differences in means. Artisans today find themselves deprived of any professional training even though they continue to contribute to benefit from it. He asks him to please specify the urgent measures that the Government intends to take to restore the training rights of artisans.
