Summary
Mr. Christophe Naegelen alerts the Minister of Labor about the support for training for craftsmen. While training is at the heart of public action, artisans will no longer be able to claim payment for their training as of March 15, 2019. In fact, Law No. 2016-1088 of August 8, 2016 relating to work, the modernization of social dialogue and the security of professional careers, provides that since January 1 2018, the URSSAF are responsible for collecting contributions to the professional training of artisans and remitting them to the training insurance funds and in particular the Training Insurance Fund for Chefs Exercising a Craft Activity (FAFCEA). This collection has, to date, not been paid in full to the FAFCEA which is forced to suspend its funding due to a lack of budget, while the artisans continue to be deducted from their contributions while they are deprived of their rights. It is absurd to have to contribute and contribute for something to which we no longer have the right. This right to continuing training, however, makes it possible to sustain businesses, create jobs, gain competitiveness, become compliant, and in short participate in the development of craft businesses. Several hundred thousand companies are concerned, not to mention a large number of trades subject to compulsory training. This is for example the case of beauticians who are legally required to do UV training. Thousands of training organizations and independent trainers will also be put in great difficulty. This is why he asks him to remedy as quickly as possible this injustice which threatens many jobs and businesses, by ensuring that the FAFCEA is correctly powered.
