Summary

Mr. Didier Le Gac draws the attention of the Minister of Labor to the risk of suspension of funding for the training of artisans. The law of August 8, 2016 relating to work, the modernization of social dialogue and the security of professional careers carried out an overhaul of the recovery of the contribution to professional training of the 1,200,000 business leaders carrying out an artisanal activity, by entrusting it to the URSSAF, from January 1, 2018 in place of the corporate tax service. This recovery overhaul was provided for by Law No. 2016-1088 relating to work, the modernization of social dialogue and the security of professional careers of August 8, 2016. However, this transfer to URSSAF has caused numerous financial difficulties within the Training Insurance Fund for Craft Business Managers (FAFCEA). According to the Confederation of Crafts and Small Building Businesses (CAPEB) which alerted him to this subject, there would be nearly “170,000 contributing craft businesses listed in the Public Treasury files which would have disappeared from the Urssaf files during this transfer of collection”. It also seems that a certain number of business leaders with employee status have not paid their contribution “to the extent that this collection [would have] been carried out in the greatest confusion.” This situation resulted in a deficit of 32 million euros for the 2018 financial year. In the absence of sufficient financial resources, the FAFCEA would therefore be forced to suspend its commitments from March 15, 2019 and no more funding requests could be provided by this organization from this date. This is the reason why, faced with this situation particularly urgent, he would like to know the measures that the Government intends to take to guarantee access to continuing professional training for artisans.
