Summary
Ms. Cécile Untermaier draws the attention of the Secretary of State to the Prime Minister, responsible for disabled people, to the method of calculating the allowance for disabled adults (AAH) for disabled people living as a couple. This allowance is financial assistance which provides disabled people with a minimum of resources. It is granted under certain conditions: disability rate, age, residence on the French territory and resource conditions. In accordance with article L. 821-3 of the Social Action Code, the calculation of the amount of AAH paid to a disabled person takes into account the spouse's level of income. Thus, if the person with a disability has no resources and their spouse receives more than 1,620 euros of earned income per month, the disabled person will no longer be entitled to AAH. Thus, it is clear that the financial impact of the disability is completely transferred to the partner and therefore creates dependence on their spouse, in particular for people whose disability does not allow them to consider a return to employment. She would therefore like to know if a modification to the method of calculating the AAH is envisaged in order to dissociate the amount of the AAH from the spouse's resources.
