Summary

Mr. Bruno Fuchs draws the attention of the Minister of Solidarity and Health to the problem of the reimbursement of certain medications. A new study by the Department of Research and Statistics of the Ministry of Health (Drees) has demonstrated the insufficient effectiveness of certain medications which have therefore been added to the list of medications not reimbursed by social security. For most of these drugs, their price was increased by approximately 39% once dereimbursed. If laboratories drastically increase prices to respond to the foreseeable drop in their turnover, it is also the increase in VAT, which goes from 2.1% for a reimbursed medicine to 10% for a dereimbursed medicine, which increases the cost for the patient. Indeed, between 2011 and 2016, the percentage of unreimbursed medicines increased from 9% to 10.7%. As for example, as of August 1, 2018, four drugs forming part of the treatments against Alzheimer's disease had been judged to be ineffective or even sometimes dangerous by the High Authority for Health. The Ministry of Solidarity and Health therefore reacted by adding them to the list of non-reimbursed medicines. In February 2019, the France Alzheimer association denounced the dereimbursement of these treatments, previously reimbursed up to 15% and declares that it would have catastrophic consequences on expenses but also on the medical situation of patients. It would therefore seem that the patient finds himself facing a triple penalty: on the one hand, financial in the face of the loss of reimbursement for his treatments; on the other hand, psychological in the face of surprise and the lack of explanations concerning the reasons for this delisting; finally, it is appropriate to ask whether the consequences medical are always well studied before this dereimbursement. He questions him on the measures that the State intends to take in order to improve communication and therefore understanding for the patient on the delisting of medicines and also how the State can better regulate the prices of these dereimbursed medicines.
