Summary

Mr. Stéphane Travert draws the attention of the Minister of National Education and Youth to the transfer or restitution of educational competence to the municipalities as part of the definition of the community interest of the MSM-Normandy agglomeration community. Indeed, the municipalities constituting this urban community, some had educational competence. Proximity competence, the choice was made to return to the municipalities. But some municipalities were no longer equipped at all, neither administratively nor technically. So, the solution came through the creation of school unions, which are fantastic tools in this scenario. In 2020 and following the renewal of municipal councilors, in view of the “Our Law”, the payment of compensation to elected representatives of these unions, not exceeding the perimeter of the community, will be prohibited. It will therefore be very difficult to maintain governance for these unions. The solution cannot be the new municipality because the obligation of territorial continuity has not made it possible to realize certain projects. Also, he asks what will become of this competence which must be at the municipal level and what are the solutions which could make it possible to maintain the compensation of elected officials for small unions.
