Summary
Mrs. Sabine Rubin draws the attention of the Minister of Economy and Finance to the involvement of EGIS, a subsidiary of the Caisse des Dépôts et Consignations (CDC), in a project to build the Jerusalem tramway. The company EGIS, a 75%-owned subsidiary of the Caisse des Dépôts et Consignations, is involved through its EGIS-RAIL branch in the project to build a tram in Jerusalem, notably linking West Jerusalem to the settlements. Israelis located in the east of the city. However, such a project is in clear contradiction with France's international commitments and numerous UN and European Union resolutions which vigorously denounce the colonization policy of the current Israeli government, in defiance of international law. Thus, for example, UN Security Council Resolution 2324 of December 23, 2016 enjoins States members to “make a distinction, in their exchanges on the matter, between the territory of the State of Israel and the territories occupied since 1967”, a framework which led in March 2015 the company Safège (subsidiary of Suez-Environnement) to renounce its participation in a study contract relating to a cable car project in the same city of Jerusalem, having regard to international law. The aforementioned collective of associations had questioned, again in June 2018, the CDC on this very contentious issue. Its general director then absolved himself of any responsibility concerning the Egis subsidiary, even though CDC is the majority shareholder. That a public company could thus blatantly violate international law, in a context of growing tensions in the region, instability and the all-out pursuit of Israeli colonization, would not constitute a positive signal in favor of a negotiated two-state solution, which nevertheless remains the point of view officially assumed by French diplomacy. In these circumstances, it therefore wishes to know what means it can implement to enjoin CDC-Egis to respect its obligations in terms of international law.
