Summary
Ms. Jeanine Dubié draws the attention of the Minister of Agriculture and Food to the resilience of French agriculture in the face of climate change. Indeed, climate change is producing an increase in droughts and heatwaves in the country, which implies the construction of structures allowing winter storage of water in order to allow irrigation of crops during the summer period. These works thus make it possible to avoid withdrawals during dry periods, when water resources become scarce. France has fallen far behind on this subject, and while the average surface area equipped for irrigation increased by 13.4% in Europe, between 2003 and 2013, that of France has stagnated. Summer irrigation is nevertheless essential for many productions, whether in field crops, market gardening or livestock farming, or in agriculture. conventional as organic. At the end of 2017, the Government set up a water expertise unit, chaired by Prefect Bisch, whose objective is to review water storage projects and identify the obstacles to their implementation, and launched meetings on water. In this context, the Government is currently revising the instruction of June 4, 2015, defining the notion of “territorial project” (PTGE), prior to financing by water agencies of storage projects. However, in view of the instruction project, the agricultural world is concerned that the obstacles to the development of such projects will not be lifted since in the current state of the instruction, water agencies will only be able to participate in the co-financing of so-called replacement projects (winter withdrawals replacing summer withdrawals). However, it is necessary to ensure funding for works creation of resources allowing the mobilization of additional volumes during the summer period. In addition, a change in the method of calculating withdrawals based on authorized volumes, and not on volumes withdrawn, is also essential to develop storage capacity. Indeed, based on the volumes collected, we do not take into account the potential of the environments during the winter period, during the season from which samples are taken for storage. In addition, this method of calculating the volumes collected takes into account any restriction orders during the summer period, thus lowering the level of volumes that can be collected. Therefore, she asks him if the Government intends to change these provisions in order to allow our territories and agriculture to adapt sustainably to climate change.
