Summary
Mr. Yves Daniel draws the attention of the Minister of State, Minister of Ecological and Inclusive Transition, to the scope of analysis of metabolites (molecules resulting from the decomposition of a pesticide molecule) in drinking water. To be sure to distribute quality drinking water free of any chemical residue, we must be able to analyze all pesticide metabolites in raw water and in treated water. Gold, Today, the marketing authorizations for phytosanitary products issued by ANSES do not allow laboratories to carry out the corresponding analyses. For example, the SIAEP of the Guémené-Penfao region in Loire-Atlantique identified, in its analyzes of drinking water in its area, 68 metabolites from the 11 active substances most sold in the department. Of these 68 metabolites, only 11 can be analyzed, using different laboratories, a given laboratory not being able to search for them all. When a metabolite cannot be analyzed, it is because the laboratories do not have, or do not have sufficient, a reliable standard provided by the producer of phytosanitary products. As a result, the laboratory must carry out scientific research which can last several months in order to create a standard, necessary to be able to analyze the water. These procedures are expensive and often very long. However, any producer of drinking water must be able to verify that the regulatory standard of 0.5 µg/L for all pesticides is not exceeded in the water distributed. To do this, it must be able to carry out water quality analyzes without being obliged to develop standards for pesticide metabolites. SO that public health is a strong concern of the French and the Government, and so that the precautionary principle is fully respected, he asks what measures he can implement so that the marketing authorization is conditional on the provision of a reliable standard of all the metabolites of the said phytosanitary product.
