Summary

Mr. Jean-François Portarrieu draws the attention of the Minister of Labor to the Training Insurance Fund for Craft Business Managers (FAFCEA). Indeed, Law No. 2016-1088 of August 8, 2016 relating to work, the modernization of social dialogue and the security of professional careers implemented an overhaul of the recovery of the contribution to professional training for business leaders carrying out a craft activity. Previously carried out by the Public Treasury, this has been entrusted, since January 1, 2018, to the agencies of the Union for the recovery of social security contributions and family allowances (URSSAF). However, this situation would have led, according to the profession, to a drying up of the collection and therefore of the FAFCEA's resources. In 2018, the recovery was estimated at 33.8 million euros compared to 72 million in 2017. Beyond that, 170,000 companies would have disappeared from the collection files. If the Ministry of Labor was able to compensate for the loss through emergency measures at the end of 2018, it seems that the difficult start to 2019 led to a suspension, as of March 15, of training, thus preventing the FAFCEA from continuing its mission. Thus, he would like to know his position on this subject and to know what the Government plans to implement to revive and sustain the FAFCEA.
