Summary

Ms. Amélia Lakrafi draws the attention of the Minister of Solidarity and Health to the difficulties of access to care for French people established abroad, who do not benefit from health coverage. Many French people reside in countries where social protection does not exist and who do not, moreover, have sufficient financial means to subscribe to the Fund for French Abroad (CFE) or another health insurance offer. People finding themselves in this situation often have no choice but to give up treatment for both benign conditions and more serious pathologies. According to information brought to its attention, several French people have died in recent years due to this impediment to accessing appropriate care. If occasionally the social services of consular posts can respond to certain emergency situations, however they are not able to financially support a more global support system, for which they are not competent. At the same time, for the most critical cases, a request for state medical aid (AME) on a humanitarian basis can be made under certain conditions. However, citizens are unaware of this possibility, which there is little publicity by the authorities. On the other hand, the decision to grant aid of this nature rests, in a discretionary manner, with the Minister, who grants this support on a very exceptional basis. In this context, the number of “humanitarian” AME files receiving a favorable response remains very limited. In view of these elements and taking into account the dramatic situations faced by certain French people have to face, lack of access to care, she would like to be aware of the measures which could be envisaged to facilitate the more systematic recourse to the AME on a humanitarian basis and to put in place more transparent conditions of attribution, based on reliable and objective criteria.
