Summary
Ms. Michèle Tabarot draws the attention of the Minister to the Minister of Territorial Cohesion and Relations with Local Authorities, responsible for cities and housing, to the drop in the number of authorized building permits and construction starts for more than a year. Figures from the General Commission for Sustainable Development, made public by the ministry on March 27, 2019, show that the number of permits for authorized construction, over a period of one year (from March 2018 to March 2019) fell by 9% to stand at 448,500. Housing starts, for their part, suffered a drop of 5% over this same period (i.e. 413,600 housing units started). The CGDD also clearly points out in its report an increased decline over three months in the number of authorized building permits and construction starts (between last December and February 2019, a drop of 12.5% and 11%). These figures highlight an obvious deterioration in the housing situation in France. Today, the French spend nearly 30% of their constrained expenses on their housing (INSEE 2017 study) and only 58% of households own their main residence (INSEE 2018 study), the question of housing which is a priority for the French therefore deserves a special attention. Thus, in view of these elements, she would like the Government to specify the strategy it intends to adopt to support real estate construction in order to meet the expectations of the French, particularly in terms of access to property.
