Ms. Samantha Cazebonne draws the attention of the Minister of State, Minister of Ecological and Inclusive Transition, to the necessary evolution of the legal status of animals. Indeed, the Government's strong commitment to the environment is based in particular on the principle that human societies are part of an ecosystem towards which citizens have obligations. Among these, it is up to them to widen the circle of their solidarity to all animals, animals which research in ethology shows with certainty that they are beings endowed with sensitivity. However, if since 2015, article 515-14 of the civil code recognizes these sensitive characteristics, this same article subjects them to the legal regime of tangible property. This inconsistency which subjects the animal to the legal regime of property even though it is no longer considered property calls for consideration of a status specific to animals, paving the way for better protection. This lack of recognition effectively makes the torture and mistreatment of wild animals legal. This also deprives tools to promote biodiversity by further protecting wild animals. In the fall of 2016, many people supported the Animal Policy manifesto written by 26 animal protection organizations and which called on politicians to be concerned about the animal issue, in the name of respect for life in all its forms.
