Mr. Nicolas Démoulin questions the Minister of the Economy and Finance about so-called “ICO” operations (initial coin offerings). In recent months, more and more companies around the world have been using this type of operation to raise hundreds of millions of dollars outside of any legal framework and any regulation by financial authorities. While a growing number of countries have spoken out on this subject, whether in favor or not of development of this practice, favorable or not to regulation of this system or even favorable or not to the banning of these operations, neither France nor the AMF (Financial Markets Authority) have yet taken an official position. The first French companies announce that they have collected several million euros via this system, many others will launch soon and it therefore seems urgent to have a clear position on the issue.
