Summary
Mr. Alexis Corbière draws the attention of the Minister of the Economy and Finance to the situation of the Arjowiggins company, of its Bessé-sur-Braye site, in Sarthe, and more generally of the surrounding living area. It relays a citizen appeal of nearly 8,000 signatures requesting the temporary nationalization of the site to allow the restart of the activity of this stationery specializing in recycled paper. The Arjowiggins factory in Bessé-sur-Braye was placed in liquidation on March 29, 2019. The 580 employees were made redundant. It is a human, social and economic tragedy for the entire territory: customers, suppliers, subcontractors, traders, spouses and family. The liquidation of the Arjowiggins company was not inevitable, however. It is the result of an explosive cocktail which destroys jobs and deindustrialises territories: full powers and opacity private shareholders but also the Public Investment Bank keeping employees away from the management of the company, priority given to financial predation rather than the consolidation of the company, European rules prohibiting public aid to companies by requiring one euro of private money invested for one euro of public money. The Government could have prevented this liquidation. He didn't do it. He is still time to act. The Bessé-sur-Braye site is viable. Its expertise in the field of recycled paper is recognized. This modern factory is the only one in France to produce recycled paper and customers are already complaining of shortages. It is a segment of the future, in line with the requirements of ecological transition and general interest. The employees have good qualifications and the local authorities have expressed their availability to participate in a site takeover. At present, the company's assets (including machinery, patents, buildings and land) have not yet been sold. Temporary nationalization is the essential tool to preserve the production tool and allow a resumption of activity on this site. The nationalization of the Saint-Nazaire shipyards is proof of this. He therefore asks him to reveal his intentions to defend employment and a quality industry part of the ecological transition. He also asks that the possibility of nationalization be seriously studied.
