Summary
Ms. Sabine Rubin draws the attention of the Minister of Culture to the repercussions of the increase in the general social contribution (CSG) for artist-authors. This increase of 1.7 points in CSG announced by the Government will increase the contribution rate from 7.5% in 2017 to 9.2% on January 1, 2018. In this case, the social regime for artist-authors is linked to the general regime so that they are subject to the rate changes targeting employees. Artist-authors will therefore see their compulsory deductions increase, increasing their overall deduction rate from 16.40% to 17.35% between 2017 and 2018. This increase in the CSG is neutralized for employees by the reduction in the unemployment contribution (2.40%) and the reduction in the health contribution (0.75%). Except that as independent workers, artist-authors do not do not contribute to unemployment. They will thus suffer a loss of income of 0.95% while the rest of the active population will see their purchasing power increase by 1.45%. 260,000 people will therefore have to support the financing of a social right to which they do not, in fact, have the right. With this measure, we add precariousness to precariousness for a category of the active population already strongly affected as shown by a 2016 survey conducted by the General States of Comics, which reveals that 36% of comics authors lived below the poverty line in 2013 and that this percentage could reach 50% by 2020. She therefore wishes to know what the Government has planned to compensate for the loss of purchasing power of artist-authors following its decision to increase the CSG.
