Summary

Mrs. Geneviève Levy draws the attention of the Minister of Solidarity and Health to the application of the new index bonus (NBI) in the hospital public service. To obtain the NBI, you must meet two cumulative criteria: belong to a given grade or body and have a job with particular responsibility or technicality as well as management missions. SAMU nurses complete these two terms. As far as responsibility is concerned, they take care of people in vital distress every day and ensure, through their gestures and actions, that they save life. In particular, they transport patients without the presence of doctors on board in order to take a patient from one establishment to another. They act on protocols but are the only ones to anticipate and react if the situation deteriorates. Their liability is incurred in the event of problems even if they act on the decision of the SAMU regulating doctor. As far as technicality is concerned, they are required to have very different missions. Regarding the meteorological context: rain, floods, heatwave, they must adapt to all pathologies and all ages of life and also ensure the care of potentially dangerous patients or psychologically unstable who can sometimes be violent and aggressive. Finally, they are required to train regularly in the current context of attacks in order to prepare for the worst with regular exercises in the field of multi-victims but also Nuclear, Radiological, Bacteriological and Chemical (NRBC) risks. Regarding supervision missions, they are very present since they supervise all year round student nurses, nurse anesthetists, ambulance drivers, submarine nurses, doctors passing their emergency medicine skills, medical interns, corresponding SAMU doctors, administrative staff and student executives. Some nurses also participate in the activity of the Emergency Care Teaching Centers (CESU). Given that the ambulance crews of the SAMU as well as the medical regulation auxiliaries of the SAMU perceive this NBI, SAMU nurses do not understand the objective reasons which exclude them from the award of the NBI, an award which would demonstrate true recognition of their profession. This is why she asks him to please clarify the measures that the Government intends to take with a view to implementing the NBI for SAMU nurses.
