Summary

Ms. Danielle Brulebois draws the attention of the Minister of the Economy and Finance to the situation of the Chambers of Trades and Crafts (CMA) with regard to the new apprenticeship financing system. The option considered by the State is based on a reform which would be implemented on the basis of “contract costs” for contracts signed on January 1, 2020. Contracts signed in 2019 until their end, i.e. beyond January 1, 2020 will be financed at “prefectural costs” significantly lower than the new “contract costs”, leading to numerous consequences for the CMAs. The new system creates a large disparity between contracts signed in September 2019 and those on January 1, 2020, establishing two-tier funding for the same diploma, underestimating the real needs of CFAs because prefectural costs do not take into account takes into account the additional aid from the region which will end at the end of 2019. This system disadvantages the CFAs in favor of new entrants to this new market who will benefit from the levels of support defined by the branches in 2020 and sometimes from the end of 2019. Also, she recalls that the CMA network manages 112 training centers for CFA apprentices, trains 10,000 apprentices per year, makes strong commitments to develop this sector of the future and excellence, is developing its training and local public service missions aimed at artisans and will actively participate in the training of 40% additional apprentices by 2022. With this in mind, it would like to know the measures envisaged by the Government so that the legitimate concerns of CMA staff can be heard and more precisely their request relating to the contracts signed from September 2019 as part of the five-year agreements so that they can benefit from “contract cost” financing from January 1, 2020, in the interest of fairness with other actors responsible for learning.
