Summary
Ms. Annaïg Le Meur draws the attention of the Secretary of State to the Minister of the Economy and Finance and the Minister of Action and Public Accounts, responsible for digital affairs, to the need to better train the public on the use of the Internet and online declarations. Indeed, the Government is committed to dematerializing all administrative procedures by 2022. This implies that more and more citizens are being brought to carry out their procedures, including a certain number of declarations on the platforms offered. This initiative is commendable and is taken with a view to progress. However, the latter should in no way harm citizens unfamiliar with the digital environment. In January 2019, Rights Defender Jacques Toubon published a report entitled “Dematerialization and inequalities of access to public services”. According to this report, “the digital transformation of public services is an inevitable process, and fundamentally positive, but it must respect the objectives of public services and leave no one behind.” On the other hand, a study carried out by CSA for the Social Press Union (SPS) in 2018 shows that 23% of French people have difficulties with online tools and that a third of those surveyed had already given up on a approach because it had to go through the internet. Also, she asks what measures the Government intends to take with a view to allowing citizens subject to “ilelectronism” to familiarize themselves with the use of these new platforms resulting from the dematerialization of public services.
