Summary
Mr. Fabien Gouttefarde draws the attention of the Minister of Ecological and Inclusive Transition to the impact of the planned end to the use of non-road diesel by the non-agricultural professional sectors. Non-road diesel, GNR, was designed to help fight global warming more effectively as well as to improve air quality. Also, since November 1, 2011, all machines, which previously were running on domestic fuel oil, have been required to use GNR since that date. GNR has a lower sulfur content, 10 ppm maximum compared to 1,000 ppm maximum for domestic fuel oil, which limits polluting emissions during combustion. Furthermore, its cetane index is higher with a cetane index of 51 compared to 40 for domestic fuel oil. The use of GNR in construction machinery or engines auxiliaries used in the road transport sector ensure better combustion in engines. This results in a reduction in unburned products, polluting particles and other impurities resulting from combustion. Finally, GNR is composed of 7% fatty acid methyl ester, a biofuel of plant origin based on locally produced rapeseed or sunflower oil. This incorporation of EMAG allows, in a renewable way, to replace sulfur and provides lubrication with less impact on the environment. The Government recently set the course for the 2020 finance bill and confirmed its intention to end the tax loophole on non-road diesel, thereby scheduling the end of its use. Although it is necessary to put an end to a certain number of tax loopholes, this must not be done to the detriment objectives that are ours in the fight against climate change and emissions of polluting particles. Also, it draws attention to the need to measure the environmental impact of the end of the use of RNG in the construction and road transport sectors and to support these sectors in the implementation of alternative solutions to effectively combat CO2 and particle emissions. pollutants.
