Summary
Ms. Muriel Ressiguier questions the Minister of Solidarity and Health about the state of suffering in the emergency services of public hospitals. Nearly four months after the start of an unprecedented strike movement, the mobilization continues to bring together caregivers. All professions are concerned: doctors, nurses, caregivers, stretcher bearers, service agents. To date, more than 180 establishments are on strike. The staff emergency doctor denounces unbearable working conditions linked in particular to the organization of their activity. They highlight the lack of staff, unreplaced sick leave, reminders of days off, as well as the infernal pace which physically and morally exhausts staff. Agents also have to endure degraded relationships with patients. However, emergency personnel must face a sharp increase in demand for care. According to the DREES health overview 2018 edition, the number of visits to emergency rooms has been constantly increasing since 1996. Since 2013, the number of doctors has increased by 13%, i.e. a rate lower than that of the increase in activity (15% over the same period). Certainly, the numerus clausus must be removed by 2020 but the effects will be felt at best in a ten years. The lack of resources creates a worrying dehumanization, which in certain establishments results in institutional mistreatment. Thus, at the Périgueux hospital, caregivers report patients who sometimes stay 24 hours on stretchers, with changes being carried out in the corridor. Some personnel are in such a state of suffering that they take extreme actions: thus, on 2 July 2019 in Paris during the national mobilization day, staff injected themselves with insulin every five minutes, a substance that lowers blood sugar levels and can be fatal in high doses. The Government had asked health establishments to make savings of 1.6 billion euros for 2018; or on June 14, 2019, the Minister announced that this same Government would release 70 million euros, where is the coherence and what is the vision of the health system? Faced with a lack of human or financial resources, a global reflection on the health system is necessary, especially as two-speed medicine tends to develop. She therefore questions her about the concrete solutions she proposes to improve the situation of caregivers, particularly emergency workers, and in what time frame.
