Summary

Mr. Bruno Fuchs draws the attention of the Minister for Europe and Foreign Affairs to the risks for the French-speaking world represented by the excessive Anglicization of higher education. Law No. 2013-660 of July 22, 2013 relating to higher education and research included among its objectives the authorization of the teaching of courses in English at the university. Its application has in practice made it possible to relegate French to second place plan, behind English, in certain courses of scientific excellence. According to the public organization Campus France, out of 1,198 higher education programs taught in France exclusively in English, 442 lead to a French state master's degree. It appears paradoxical, in view of recent progress in machine translation technologies, to encourage, through such a number of English-speaking diplomas, a predation of Francophonie in the academic scientific community which did not wait for these reforms, and takes place on a daily basis internationally. From then on, a paradox arises for the State, between a desire to protect the use of the French language in the world, and the need to maintain its higher education in the modernity of the international scientific community.
