Summary
Mr. Hugues Renson questions the Secretary of State, alongside the Minister for Ecological and Inclusive Transition, on the creation of a national fund to combat food waste. Indeed, on a global scale, the FAO estimates that a third of all food produced is lost or wasted, while in France, ADEME estimated in 2016 that food waste weighed 3% of the national carbon footprint. This is an ecological issue, economic and moral. Thanks to Law No. 2016-138 of February 11, 2016 relating to the fight against food waste, France has adopted a real national anti-waste policy. However, as indicated in the information report of June 12, 2019 by Ms. Graziella Melchior and Mr. Guillaume Garot evaluating this law of February 11, 2016, the fight today is essentially based "on corporate social responsibility, on commitment volunteers of many citizens within associations and on the adoption of eco-responsible behavior”. In order for public policy to combat food waste to be comprehensive and sustainable, the State must better coordinate it and invest in this fight. As mentioned in the “Melchior-Garot report”, a new fund, co-financed by private and public actors, could notably financially support maintenance and the acquisition of logistical means by food aid associations, in particular their own vehicles, so that they can assume the receipt of increasing volumes of food donations as well as their redistribution, support the establishment of a bonus for the conversion of vehicles already owned by the associations, finance the use of audit teams, whose mission would be to support companies in their policy to combat food waste or finance a national survey to measure food waste. He therefore asks what measures the Government intends to take to reduce food waste in France, particularly during the examination of the anti-waste bill for a circular economy, and whether the creation of a national fund to combat food waste is envisaged.
