Summary

Ms. Émilie Cariou draws the attention of the Minister of Ecological and Inclusive Transition to the potential modifications to the contours of the CIGEO project. The Industrial Geological Storage Center (CIGEO) project, by its nature, is a long-term project. It will depend, for example, on the evolution of the nature of the waste it receives. Thus, the abandonment of the ASTRID project risks reclassifying numerous radioactive materials including reuse is not guaranteed, in radioactive waste. As the Court of Auditors points out in its July 2019 report, “decisions to change the scope and nature of the waste to be stored would have a strong impact on the project, in terms of volumes and costs. For example, the cost of just the possible storage of spent MOX and URE4 in Cigéo is estimated at more than 5 billion euros. Even if adaptability studies must make it possible to find the response to evolving needs, estimating now the impact of different energy policy scenarios on the cost of Cigéo would make it possible to inform strategic decisions on the management of radioactive materials and waste and to anticipate developments in the project. (Court of Auditors, Thematic public report on the back end of the nuclear fuel cycle, July 2019). It therefore appears necessary to put update the cost of CIGEO in the light of these public policy changes and according to several scenarios. Therefore, she would like to ask if an update of the cost of CIGEO is planned in the event that the materials received are intended to evolve, at what time and according to what method.
