Summary
Mrs Manuéla Kéclard-Mondésir questions the Prime Minister on the situation of the French arms industry. With 9.2 billion euros, arms exports increased by 30% in 2018, driven in particular by the order for 12 new Rafale and 28 NH90 transport helicopters by Qatar, and by the contract for 442 Griffon and Jaguar armored vehicles signed by Belgium which is part of a strategic partnership with France, in terms of land, for a Europe of defense. In 2019, Naval Group and ECA also entered into fruitful discussions with Belgium and the Netherlands for a contract for 12 minehunting vessels estimated at 2 billion euros. Likewise, Naval Group is implementing a contract with Romania for 4 Gowind multi-mission corvettes for 1.2 billion euros. Thus, the Ministry of the Armed Forces also highlights the sale of 22 military ships in six months, as much as in 30 years previously. All these elements are useful for French industry and exports. They would strengthen 13% of French industrial employment. However, she points out that the involvement of this sector in national wealth certainly deserves more transparency and understanding so that citizens stop wondering and can form their own opinion. It is their right and their duty. In this regard, she notes very positively the establishment of a parliamentary mission which must soon deliver its conclusions. Because all transparency begins with parliamentary control. However, she asks him if, in a good modern democracy, beyond that, it would not be necessary for parliamentary representation to also be associated with the reflections and decisions of the interministerial commission for the study of exports of war materials CIEEMG) placed under its direct responsibility, and which already brings together representatives of the Ministry of the Armed Forces, the “Quai d’Orsay” and “Bercy”. Like what exists in the United States, the United Kingdom or Sweden, such a reform would make it possible to better involve the Nation in commercial and industrial policy concerning the defense sector.
