Summary

Ms. Bénédicte Taurine draws the attention of the Minister of Agriculture and Food to the consequences that the planned 15% reduction in the TATFNB (additional tax to the tax on undeveloped land) will have on the sustainable management of private forests, their sustainability and the risks that this poses to the environment and biodiversity. French private forest covers 20% of the national territory and represents 75% of French forest; it is largely made up of small and medium-sized properties managed directly by their owners. In a context of unprecedented climate change, the sustainability of the forest is more essential than ever to limit its effects, achieve carbon neutrality objectives and protect the environment and biodiversity of which it is the main reservoir. Unfortunately, traditional species seem poorly adapted to the climate as it will be in half a century, a normal horizon in forestry. Unlike farmers who can change their production from one year to the next, forest owners have no room for error while their experience no longer allows them to make the necessary strategic choices: in the event of an error, thousands of hectares of forests will decline, which will will reduce their contribution to the absorption of CO2, the filtration of water, the consolidation of river banks or mountain slopes without forgetting the irreversible destruction of biodiversity. Only the technical advisors of the CRPF (regional agencies of the National Forest Property Center) are able to assist these hundreds of thousands of owners in these delicate choices because they know both the terrain and the characteristics of the species available: it is therefore essential, vital even during this transition period, to strengthen its workforce (currently 343). However, this is incomprehensibly the moment that the Government chooses to disengage from the sustainable management of its territory's forests by planning a 15% reduction in the TATFNB (additional tax to the tax on undeveloped land) which will cut mechanically by 26% the budget of the National Center for Forest Property (CNPF). Based on the provisions of Constitutional Law No. 2005-205 of March 1, 2005 relating to the Environmental Charter, and in particular its article 5 which deals with the precautionary principle in the event of potential damage, she asks him what measures he plans to take to, firstly, counter the risk of forest degradation resulting from the climate change (increase in the number of CRPF technicians in the field to better take into account the assistance needs of forest owners?) and secondly, consolidate the financing of the CNPF up to these new needs given the importance of the role of its field technicians in the sustainable management of forests and therefore the protection of the environment and biodiversity: "Article 5 - When the occurrence of damage, although uncertain in the state of scientific knowledge, could seriously and irreversibly affect the environment, public authorities shall ensure, by application of the precautionary principle and within their areas of responsibility, the implementation of risk assessment procedures and the adoption of provisional and proportionate measures in order to prevent the occurrence of damage.
