Summary

Mr. Alexis Corbière alerts the Minister of the Interior to the deterioration of the working conditions of professional firefighters and in particular to the failure to take into account the health/safety issues due to their profession. Since June 26, 2019, a national protest movement has mobilized more than ninety departmental fire and rescue services (SDIS) out of the hundred in the country. The movement was renewed, end August, for two additional months and a national demonstration is planned for October 15, 2019. The demands of professional firefighters include an end to the reduction in resources allocated to local authorities which finance the SDIS, and on which 40,000 professional firefighters, considered as territorial civil servants, directly depend. These successive budget cuts coupled with a disengagement from services of the State influence their capacity for action. In fact, many of them due to lack of staff are forced to exceed the legal ceiling of forty-eight hours worked per week, which is contrary to the European working time directive. Furthermore, to date, there is still no real investigation in France into the consequences of regular exposure to toxic substances on the health of firefighters. This recognition in service accidents as well as in occupational diseases of pathologies following, among other things, exposure to smoke and asbestos would thus allow them to guarantee and protect their rights when they can claim retirement. In addition, no precise study has been carried out to date to measure the impact of firefighters' exposure to toxic products and vapors during certain of their interventions. Many of them have, however, developed pathologies which could probably be linked to their professional activity. He therefore asks him what measures he intends to take in order to answer the legitimate questions of professional firefighters and to allow them to work in dignified conditions, respectful of their profession, their commitment and above all their health.
