Summary
Mrs Martine Wonner draws the attention of the Minister of Labor to the consequences of the reform of the rules for compensation for job seekers. Following the decree published on July 26, 2019, new unemployment compensation rules are or will come into force in several stages: conditions of access to the system and degression for high salaries in November 2019, new calculation of the amount of benefits in April 2020 and bonus-malus on employer contributions in January 2021. Today, unemployment insurance compensates 2.6 million people, 50% of whom only depend on short contracts. According to certain projections, around 1 million job seekers, or 1 in 2, will see their compensation rights impacted by the reform. So that the law “for the freedom to choose one’s professional future” is a real opportunity for everyone – young people, job seekers, employees and businesses - it is important to ensure that the reform of unemployment insurance does not have harmful consequences on the daily life of job seekers, which could slow down or even prevent their effective return to stable and lasting employment. Strengthening support is therefore essential. The Government announced the strengthening of support for the unemployed, to in which 1,000 fixed-term advisors will be recruited, which will notably allow new registrants at Pôle emploi to benefit from two half-days of intensive support. These measures are part of a strategy for developing “active labor market policies”, through reinforced support, training, or subsidies. Micro econometric evaluations of these new systems would allow to identify the success factors and associated risks of all of these new systems. She asks him to please tell her his intentions on this subject.
