Summary
Mrs. Sira Sylla alerts the Secretary of State to the Minister of the Economy and Finance about the Chapelle Darblay factory of the UPM group, in Grand-Quevilly. The bill relating to the fight against waste and the circular economy aims to move from a linear economy to a circular economy. This bill will undoubtedly become one of the most important advances of the 2017-2022 five-year term in terms of the environment. In the member's constituency, a company has already been meeting the objectives of this bill for a number of years. However, this company, part of the industrial landscape of Grand-Couronne for 90 years, risks disappearing for lack of a buyer. The Chapelle Darblay factory is the only site in France to produce 100% recycled paper from 480 public intercommunal cooperation establishments and 28 million sorting inhabitants. In addition, this industrial site has a biomass boiler which transforms a large part of its waste into electricity sold to EDF and to power its paper machines. If the Chapelle Darblay factory were to close, no less than 400 employees would be made redundant and an entire know-how and recycling sector would die out in the Normandy region. THE consequences on the national ecosystem would be significant and would run counter to the Government's desire to promote the circular economy. The bill relating to the fight against waste and the circular economy is a strategic bill in terms of sustainable development and environmental protection. She would like to know the Government's courses of action to encourage creation, sustain, but also protect from closure, companies which contribute through their activity to the emergence of a truly circular economy.
