Mr. Hugues Renson questions the Minister of Ecological and Inclusive Transition on the evaluation of laws from a climate perspective. Indeed, the High Council for the Climate published on December 18, 2019 a report aimed at clarifying the issues of evaluating laws with regard to the climate, from which it appears that only 3% of articles of laws are currently evaluated from a climate perspective. To achieve the objective of carbon neutrality, it is essential to better measure and take into account the significant impact of laws and public policies on greenhouse gas emissions and on the various levers of the energy and ecological transition. Thus, the High Council considers that it is possible in this area to do better: reasonable selection of laws to be evaluated with regard to the climate, quality impact studies, evaluation system after entry into force planned from the conception of the law.
