Summary
Mrs Stéphanie Rist draws the attention of the Minister of the Interior to the reform of the operation of the bank card on which the Allowance for Asylum Seekers (ADA) is paid. This card initially allowed the allowance to be withdrawn in five monthly cash withdrawals. However, since November 5, 2019, it only allows payments in stores equipped with Electronic Payment Terminals (EPT). This dematerialization strongly penalizes beneficiaries, as cash is essential for many small everyday purchases: to go to the market, to buy bus tickets or quite simply to access accommodation. In this context, in order to avoid the implementation of circumvention strategies, not to penalize beneficiaries and to allow them to meet their daily needs with dignity, it would like to know if the possibilities of establishing a card allowing both withdrawals and payments on TPE, and payment of the allowance into a bank account or a Livret A book can be considered.
