Summary

Ms. Séverine Gipson draws the attention of the Minister of Solidarity and Health to the use of telemedicine when it comes to heavy equipment such as scanners. Indeed, the plan for territorial access to care presented by the Minister and the Prime Minister calls for the development of telemedicine: which article 36 of the PLFSS will allow by accelerating, we hope, the effects desired by Decree No. 2010-1229 of October 19, 2010 relating to telemedicine. It now seems imperative to go further, particularly regarding CT scan examinations, by including in law the possibility of performing them using telemedicine. Indeed, today, very often the ARS block applications for obtaining a scanner requiring the presence, optional according to the MP, of at least three specialized practitioners and above all holders of the hospital civil service. In an isolated area, such as Verneuil-d'Avre-et-d'Iton in Eure, the patient could thus be treated in the emergency room of this center equipped with a scanner without waiting six months for an appointment or without having to travel (by private car or ambulance) tens of kilometers to Chartres, Evreux, Dreux or L'Aigle... Thanks to telemedicine, the emergency physician could send, by computer, the examination to a practitioner from the partner university hospital who would give him his diagnosis and the most appropriate treatment. This would make it possible to effectively combat medical desertification, meet the needs and expectations of residents in rural areas and the very high expectations of professionals who make the possibility of routine access to teleconsultations an essential condition for the deployment of care pathway following the implementation of regional hospital groups. Finally, this would also reduce transport costs linked to patient transfers and would thus meet the wishes of health insurance wanting to save money. So, she wants to know what her vision is regarding the use of telemedicine when it comes to heavy hardware equipment.
