Summary

Ms Émilie Cariou questions the Minister of the Economy and Finance on the future of the French nuclear reprocessing sector and all the radioactive materials recycled with the aim of being used in the fourth generation ASTRID reactor supposed to reuse reprocessed spent fuel. According to article L. 542-1-1 of the environmental code, a radioactive material is “a radioactive substance for which a use subsequent treatment is planned or envisaged, where applicable after treatment. This same article defines waste as “radioactive substances for which no further use is planned or envisaged or which have been reclassified as such by the administrative authority in application of article L. 542-13-2”. However, if the abandonment of the fourth generation reactor is confirmed by the CEA, the use of these materials will not seems more confident. However, according to ANDRA 2019 data, in addition to nuclear waste, nearly 400,000 tonnes of heavy metal (tmL) of “materials” are piling up on French territory. Therefore, the MP wishes to question the Minister on the following points: what will become of all of these radioactive materials? Will they be reclassified as waste? If applicable, will existing storage sites be sufficient and which ones will be affected? As proposed by the first recommendation of the Court of Auditors in its thematic public report on the downstream of the nuclear fuel cycle of July 2019, it also appears necessary to “complete the national inventory by reconciling storage and storage capacities and current and prospective quantities of materials and waste (DGEC, ANDRA, 2021)” in the light of these new data. She would therefore like to ask him if this update is planned and when it is due.
