Summary
Mrs. Muriel Ressiguier draws the attention of the Minister, to the Minister of State, Minister of Ecological and Inclusive Transition, responsible for transport, to the slowness of the construction of the fifth tram line. The demographic explosion, the sprawl of construction and the economic development of Montpellier and the surrounding municipalities, over the last 30 years, have transformed the territory to make it an urban area. consequent. The status of the intercommunity has adapted over time, with the prerogatives linked to it, to move from district to urban community in 2001 and more recently to the metropolis in 2015. To deal with these phenomena and the problems linked to them (saturation of automobile traffic, pollution, search for links and social diversity, parking difficulties) the city has thus built infrastructure and a public transport network, aiming to be as adapted as possible to the social and environmental challenges to be met. So in 2000, Montpellier opted for the tramway and opened a first line linking the working-class district of La Paillade to the commercial activity zone of Odysseum, crossing and serving the Euromédicine, Hôpitaux-Facultés, Écusson, Gare and Antigone districts. Following the success of the tram, three new lines were built and put into service at a rate of one every five years. The line 5 project, launched in 2008, aimed to complete the network, promote territorial equality, and correct the lack of services in the southwest, west and northeast of Montpellier. After consultations on usage and the declaration of public utility from the Hérault prefecture (order no. 2013-I-1656 of August 28, 2013), the line Lavérune/Clapiers had to compensate for a certain lack. In 2014, the mayor, president of Montpellier Méditerranée métropole, suspended the construction of this line, without alternative solutions, abandoning part of the population. Line 5 should have been operational in the fall of 2017. But following the moratorium imposed, work has still not started. However, a public inquiry issued a favorable opinion (decision no. 1305092 of 2 February 2016 of the administrative court of Montpellier). This project of general interest is the only alternative to the car. On an environmental level, 10 million car journeys per year can be avoided, improving air quality and reducing noise pollution. As Minister of Ecological and Inclusive Transition, responsible for transport, on September 19, 2017 she launched the foundations of mobility in believing that “the current system showed several limits, that existing social and territorial divides needed to be erased; and that beyond major infrastructure, the priority was now to improve everyday transport which concerns the majority of French people. The aim is to restore the balance and efficiency of conventional transport and to develop new innovative solutions”. For this, users, communities, operators, economic players and NGOs from across the country are invited to participate and bring new solutions to the surface. This is why, requested by the “Collectif Ligne 5” which brings together 23 associations, she calls on it, because these Conferences will result in the mobility orientation law presented in the first quarter of 2018 and she hopes that this project of general interest can finally see the light of day.
