Summary
Mrs Delphine Batho questions the Minister of Agriculture and Food about breeding conditions in the poultry sector. Article 68 of the law for the balance of commercial relations in the agricultural and food sector and healthy, sustainable and accessible food for all, states that “The putting into production of any new or redeveloped building for breeding laying hens raised in cages is prohibited from the date of entry in force of the law”. However, such legislation does not apply to intensive chicken farms which, therefore, are victims of various malformations and cardiac or respiratory problems, notably due to a lack of natural light. A European Parliament resolution of 25 October 2018 on animal welfare, the use of antimicrobials and the consequences of industrial broiler farming on the environment “underlines that the improvement of animal breeding techniques makes it possible to improve the quality of life of poultry and reduce the need to use antimicrobials by optimizing in particular natural light, the cleanliness of the ambient air and the available space, while reducing the presence of ammonia”. While the Minister announced at the end of January 2020 a series of measures for the protection and improvement of animal welfare, she asks him to kindly indicate the measures he intends to take to prohibit any new installation of intensive chicken breeding which does not take into consideration animal suffering (access to the open air, natural light, clean litter, density per square meter, etc.).
