Summary
Mr. Paul-André Colombani alerts the Minister of the Economy and Finance to the latest agreement implementing the exceptional investment program for Corsica (PEI). Launched in 2002, the exceptional investment program is the budgetary and financial translation of the so-called “Matignon” agreements of Mr. Lionel Jospin's government, the main objective of which is to catch up with Corsica in terms of infrastructure provision. The Corsican Assembly, following significant evaluation work, led by a technical committee that it itself decided to implement in September 2016 (deliberation 16/185AC), highlighted the fact that the rate of project completion is below the two billion initially planned over the 15-year lifespan of the PEI. In addition, the distribution key for State/community funding, initially set at 70% for one and 30% for the others, rose in reality to only 58% for the State and 42% for the communities. Today, the fourth and final agreement for the application of the PEI for the period 2017-2020 is in force, which sets the deadline for programming operations at December 31, 2018 (at December 31, 2020 for commitments and at December 31, 2024 for payments). According to a letter from the president of the executive of Corsica, Mr. Gilles Simeoni, addressed to the prefect of Corsica on October 27, 2017, it appears from the evaluation of the PEI that “despite a programming pace much higher than that observed in the previous application agreement, it appears that all of the available credits cannot be programmed by December 31, 2018”. This raises fears of an automatic release and a considerable loss of investments which would be particularly detrimental to the pursuit of this catch-up that Corsica so badly needs. This is the reason why, by deliberation 17/320 AC of October 27, 2017 voted unanimously, the Corsican Assembly requests the extension of the programming deadline to December 31, 2020, instead of December 31, 2018. It therefore asks it to take stock of the situation and satisfy the will expressed by all the elected representatives of the local authority of Corsica.
