Summary
Mr. Fabrice Le Vigoureux draws the attention of the Minister of Solidarity and Health to the conditions of support for Smur transport: “mobile emergency and resuscitation service”. Indeed, for several years, the practices of establishments have been heterogeneous and conflicts have accumulated between health establishments, mutual insurance companies and patients. These transports correspond to the exercise of the public service mission of aid urgent medical. They are thus financed by the “general interest mission” envelope of the Smur management establishment. However, during primary Smur transport (from the place of care to the place of hospitalization), certain establishments request the patient's financial participation via the billing of a co-payment. Without their legality being assured, invoices of 500 to 750 euros on average are thus recovered from patients. It would seem that the insufficiency of the “general interest mission” (MIG) allocation granted to establishments motivates the invoicing of a co-payment. In a context of increased attention to patients' out-of-pocket costs and the fight against inequalities in access to care, he would like to know the Government's position on these practices.
